Amsterdam Red Light District

One of only two things every ranking list agrees on, and the one where getting it wrong costs you money. Here are the rules, from the City rather than from a blog.

190,00 EUR fine for a guideNo tour may pass the windows08:00 to 22:00 tours only13 min walk from the Canal Ring

The short answer

The City of Amsterdam does not allow any guided tour to walk past the sex workers' windows, and says so explicitly for groups of four or fewer too. Meanwhile 7 products called some version of “Red Light District tour” are on sale from 18,00 EUR to 32,50 EUR. Both of those things are true, and the useful conclusion sits between them.

  1. A tour of the area is legal; a tour along the windows is not. What you are buying is the history, the canals and the context, which is a real thing and not what the name suggests.
  2. Photographing the workers is the rule people break, and the one with consequences. One operator prints the warning in its own listing rather than trust the guide to say it.
  3. Fines are 190,00 EUR for an independent guide and 950,00 EUR for one working for a company, and after 3 the exemption is withdrawn. The City says it has extra staff in De Wallen checking.
  4. You do not need a tour to walk through it. It is 13 minutes on foot from the Canal Ring and the streets are public. A guide buys you context, not access.

What the City actually says

These are not customs or tips. They are the rules the City publishes for anyone guiding a group in the centre, and its page was last updated on 22 September 2026, three days before this was written. They apply to walking tours, guided bike tours, Segway tours and pub crawls alike.

Rules, fines and exemption costs: the City of Amsterdam's own page for guided tours in the city centre, amsterdam.nl, read on 25 September 2026 and last updated by the City on 22 September 2026. The City publishes maps of the three restricted areas on that same page.

The line that matters is the third one, and it is worth reading twice: “Tours must not pass sex workers' windows. This also applies to groups of up to 4 people.” The City wrote that second sentence because four is the threshold below which no permit is needed, so a small group might reasonably assume the rule is not for them. It is.

The restricted area is not only De Wallen. The City publishes maps for three zones, De Wallen, Spuistraat, Ruysdaelkade, and the same prohibition applies in all of them. An exemption costs 212,30 EUR and takes about 6 weeks, which is worth knowing mostly as a measure of how seriously the city treats this.

So what are the seven tours on sale selling?

We looked at what the platforms list today. Seven products, from 18,00 EUR for a five-hour bar crawl to 32,50 EUR for a ninety minute walk, several with four figures of reviews behind them.

Tour prices, durations, ratings and review counts: Viator's API on 25 September 2026. We have read the full listing of only one of them, the one we link to.

We are not saying any of these breaks the rules. We have read the full listing of exactly one of them. What we can say is that the name sets an expectation the law does not allow anyone to meet, and that the honest version of this product is a history walk through a red light district rather than a tour of its windows. The best of them say so: the one we looked at closely describes itself as a critical tour about sex work, the rise of the coffeeshops and what may happen to the area next, and it ends at Nieuwmarkt.

Getting there, and when

It is central, which is the thing most descriptions bury: De Wallen is the old heart of the city, not a district out on its own. These are the same walking measurements we used in the guide to where to stay, where the distance to this area is one of the things that decides whether a neighbourhood is quiet at night.

OpenRouteService on OpenStreetMap, foot-walking profile, from the same eight neighbourhood points used throughout this site. The Noord figure includes the walk either side of the ferry but not the wait.

On timing, the operator we looked at gives the most useful line we found anywhere: if you want a quieter tour, do not come on a Friday or Saturday. That is a company telling customers to book a different day, which is not what companies usually do.

If you want a guide anyway

There is a reasonable case for one. This is the oldest part of Amsterdam, with the Oude Kerk standing in the middle of it, and the politics of what happens to the district next is genuinely interesting and genuinely unresolved. A guide who knows that is worth 25 euros. A guide who promises a walk along the windows is promising something the City has told them not to do.

This page does not publish prices for sexual services. The women working behind those windows are at work, not on an itinerary.
